True. My point is that without the Spanish-American War, which McKinley led as Commander in Chief, none of the ensuing legislation after his death would have been possible.

The same thing could be said of JFK who got the ball rolling on Civil Rights. His murder in '63, provided extra impetus and energy so that LBJ could force those bills through Congress.
