The fact is that Biden would not be president without the almost unamimous support of black people. Likewise, the DemocraTIC Party would long ago have passed into political oblivion without the solid support of black voters across the country. It's in that sense -- purely in terms of sheer numbers -- that blacks constitute the "base" of both Biden and the DemocraTIC Party.
