Problem with bad (or no) “training” is that these cops don’t seem to need be “trained’ not to brutalize most white “suspects” they encounter. You’re right, though, in that cops like Miller are trained, either officially or unofficially, to see themselves as “warriors” and black/brown people as “the enemy.” That speaks to policing “culture” and socialization, history and precedent — all of which redound in favor of cops and against black people.
